Sandia National Laboratories commissioned HSMM to program and design a new state-of-the-art facility that houses the plant’s Stockpile Evaluation Program (SEP).

The Sandia National Laboratories (SNL) Weapons Evaluation Test Laboratory (WETL) at the Pantex Plant near Amarillo, Tex. is a $22 million state-of-the art facility designed to conduct systems-level non-nuclear tests on nuclear weapons and components. It houses more than $90 million worth of testing equipment and consists of modern offices and lab facilities for 20 staff members, a state-of-the-art video conference room, transition high-bay work space, and sufficient dock space for receiving and shipping.

SNL commissioned HSMM to program and design a new state-of-the-art 31,000 gsf WETL facility that includes static free rooms, explosion proof "boom room", chemistry and explosives laboratories, liquid CO2 distribution system, and high-bay area with bridge cranes.

HSMM provided preliminary design, final design, and construction phase services required for the new WETL. The design divides the facility into three functional areas: Testing System and Support, Computer Support and Communications, and Administration. HSMM provided programming, space planning, site analysis (including topographic survey, subsurface investigations, field investigations and 3-D computer modeling with fly-arounds), renderings, energy analysis, life-cycle-cost studies, physical model, and construction scheduling and cost estimating services.

An integrated, whole-building design approach was used on the project to ensure that sustainable elements were incorporated into the WETL design. The project has attained a certified-level by the U. S. Green Building Council's Leadership in Energy and Environmental Design (LEED®). HSMM and SNL also implemented an integrated team approach to the planning, design, and documentation of the WETL project. A "Virtual Project Office" (VPO) was established by the design team to facilitate on-line design review and communication.
