Independence Boulevard, Phase III

The widening of Independence Boulevard was a major urban reconstruction project that combined virtually all elements of transportation planning and design. The existing 4-lane road was widened to an 8-lane divided arterial capable of carrying 70,000 vehicles a day.

HSMM provided complete services for the roadway widening, including traffic studies, mapping, road plans, right-of-way plans, right-of-way acquisition plats, hydrology and hydraulics, signalization, utility relocation and coordination, street lighting, and environmental mitigation. Because Independence Boulevard borders single and multi-family neighborhoods, as well as commercial and retail districts, HSMM developed elaborate construction sequencing and traffic control plans to assure traffic flow during construction.
