Kim-Stan Landfill Drainage Improvements
Alleghany County, VA
The Virginia Department of Environmental Quality (DEQ) ordered closure of the Kim-Stan Landfill, a privately owned landfill in Alleghany County, Virginia. DEQ approved an initial closure action report to clean up environmental hazards associated with the landfill. Lack of state funds to clean up the landfill and continued leachate drainage prompted Alleghany County to act. DEQ awarded a grant to the county to design and construct drainage improvements recommended in the closure plan.
Alleghany County contracted HSMM to design the necessary improvements. HSMM reviewed the initial closure upgradient groundwater action report and conducted a thorough site investigation to document changes that had occurred. In coordination with DEQ and Alleghany County, HSMM determined requirements for easements, performed a field survey to determine alignments and grades, compiled data on pertinent site features including drainage, and conducted a geotechnical subsurface investigation for design of a groundwater interceptor.

Improvements included diversion of off-site drainage from the Kim-Stan gully with a piped run-on diversion and conveyance around the landfill. Conveyance also carries stormwater runoff and directly to the nearby Jackson River.
As part of the design phase, HSMM prepared the following: design calculations, an updated closure plan, preliminary drawings, geotechnical subsurface investigations, a construction cost estimate, and recommended alternatives. HSMM provided final construction documents and technical specifications and assisted Alleghany County during bid and negotiation phases of the project. HSMM also provided construction administration services, including site visits, submittal reviews, inspections, tests, and certification of construction to DEQ.
