Water Filtration Plant Modifications

The Town of Victoria Water Filtration Plant is a 0.75-mgd facility that was built in 1970. A second sludge lagoon was constructed in 2000. Because it has not been upgraded since it was constructed, the plant needs significant modifications in order to comply with current Virginia Department of Health standards and to replace unit processes and equipment that have exceeded their useful life. In 2003, the Town of Victoria commissioned HSMM to conduct a Preliminary Engineering Report Design Memorandum to identify and prioritize plant modifications. The report was completed in August and approved by the Virginia Department of Health.

HSMM began the design phase of this project in October 2003. HSMM design modifications to the plant include: replacing the filter underdrain system, filter valves, finished-water pumps, filter surface washers, and soda ash feeders; replacing the hydraulic operations with new electric valve operators; replacing the sand filter media with dual media; relocating the chlorine room from the third floor to the first floor; providing new chlorination equipment; replacing the dry alum feed equipment with liquid alum feed equipment; installing sludge collectors in the sedimentation basins; replacing the constant-speed flash mixer with a variable-speed flash mixer; and providing process instruments to high-rate the filtration process to 4 gallons per minute per square foot of filter surface area. Other improvements include upgrading the sludge lagoons and adding a plant SCADA system.
